Requires the California Department of Insurance to consider updating its "Safer from Wildfires" regulations by January 1, 2030, and every 5 years thereafter to include additional building hardening measures and communitywide wildfire mitigation programs

Mandates consultation with the Office of Emergency Services, Department of Forestry and Fire Protection, Public Utilities Commission, and Office of Planning and Research to identify additional property-level and community-level wildfire mitigation measures

Requires a public participation process including at least one public meeting for suggestions, public review of preliminary measures, and publication of a final list before formal rulemaking

Notes that over 2 million California households (approximately 1 in 4 residential structures) are located in or near high or very high fire hazard severity zones

Recognizes that California has invested nearly $3 billion since 2019 in forest health, fuel breaks, home hardening, and resilient infrastructure programs
