Amends the Budget Acts of 2023 and 2024 by modifying appropriation items and adding new funding allocations across multiple state departments and programs

Appropriates $181.1 million from the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Fund (Proposition 4) to various conservancies and CAL FIRE for wildfire prevention and forest resilience activities

Authorizes up to $2.5 billion in emergency funding for January 2025 Los Angeles wildfire response and recovery, including property tax revenue backfills for affected local governments in the 2024-25 and 2025-26 fiscal years

Allocates $96 million for the California State Nonprofit Security Grant Program to help nonprofit organizations targeted by hate-motivated violence, available until June 30, 2027

Provides $7.65 million for an operational observer to monitor utility wildfire risk reduction efforts through June 30, 2026, with reporting requirements to the Legislature
