Requires the State Department of Public Health to complete a statewide air quality emergency plan by June 30, 2027, post it on the department's website within 7 days, and distribute it to county officials, local health departments, emergency services directors, and legislative committee chairs within 14 days

Mandates that counties develop county-specific plans addressing significant air quality events from wildfires, including processes for public outreach and communication with stakeholders about plan implementation and preparedness steps

Requires approved county-specific or regional multicounty plans to be distributed to city managers/mayors, county executives, local and state public health directors, and the Director of the California Governor's Office of Emergency Services

Directs the State Department of Public Health to post each county-specific or regional multicounty plan on its website within 14 days of receiving the adopted plan

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs on local governments
