Requires drowning prevention organizations providing materials to public schools to do so at no cost, provide written evidence that materials align with CDC drowning prevention guidelines, and allow schools to decide how to distribute materials to pupils and parents

Mandates the State Department of Education, in consultation with the Departments of Developmental Services and Public Health, to gather and publish school-based water safety and drowning prevention education resources on its website

Changes language requirements so organizations must provide materials in English upon request, while encouraging (rather than requiring) translation into other commonly spoken languages at the school

Authorizes public schools serving K-12 students to provide water safety education through assemblies, classroom instruction, or library programs using age-appropriate materials from approved organizations

Authorizes the State Department of Public Health to review statutes and regulations from 2010-2025 related to drowning prevention and recommend updates or technical corrections to the Legislature
