Authorizes the California Department of Transportation (Caltrans) to lower speed limits on state highways that are not freeways, a power previously limited to local authorities, including reducing limits by an additional 5 mph on designated safety corridors or areas with high pedestrian/bicyclist concentrations

Allows Caltrans to set 25 or 20 mph speed limits in business activity districts on non-freeway highways with up to four traffic lanes, matching authority already granted to local governments

Permits Caltrans to retain current speed limits or restore prior speed limits on state highways after completing engineering and traffic surveys, rather than being required to adjust to the 85th percentile of free-flowing traffic

Limits total speed limit reductions to no more than 12.4 mph below the 85th-percentile speed when combining various reduction authorities

Requires peace officers to issue only warning citations for the first 30 days after a lower speed limit takes effect for violations of 10 mph or less over the limit
