Requires electrical and gas corporations to submit detailed historical financial data in their general rate cases, including authorized vs. actual amounts for work categories over the past 10 years, split between labor/nonlabor costs and capital/expenses

Mandates reporting of authorized and actual rate of return and return on equity for the past 10 years

Requires utilities to report on distribution capacity projects, including those forecast in prior rate cases, projects actually conducted or planned, and any projects canceled or indefinitely delayed with explanations

Requires breakdown of any capital costs in pending rate cases that exceed previously authorized levels or have not been previously found reasonable

Violations of Public Utilities Commission orders implementing these requirements constitute a crime under existing law
