Allows housing developments of at least 10 units on land owned by school districts and county offices of education, with 100% of units rented first to local educational agency employees, then other public employees, then the general public

Requires deed restrictions for at least 55 years ensuring either 30% of units are affordable to lower income households and 20% to moderate-income households, or an alternative mix including 12% very low income, 15% lower income, and 20% moderate-income

Sets residential density at twice the applicable density for lower income housing and establishes height limits of 35-65 feet depending on location relative to transit stops and single-family zoning

Exempts qualifying housing developments from California Environmental Quality Act (CEQA) requirements when projects meet specified labor standards, location criteria, and environmental screening conditions

Extends the operation of these provisions from January 1, 2033 to January 1, 2036, and requires the local educational agency to maintain ownership for the 55-year affordability period
