Establishes streamlined permitting for the Zero Emissions Port Electrification and Operations (ZEPEO) project, an electric grid expansion adding at least 200 megawatts of power to the Port of Los Angeles and surrounding communities

Grants the Los Angeles Harbor Department sole authority to review and issue coastal development permits for the project, even when multiple jurisdictions would ordinarily be required to review the application

Requires state agencies to render permit decisions within 90 days of application submission; if no action is taken within that timeframe, the permit is automatically deemed issued

Prohibits the project from including fully automated cargo handling equipment or infrastructure supporting such automated equipment

Justifies the special statute based on the need to complete the project before 2030 and prepare for the 2028 Olympic Games in Los Angeles
