Authorizes licensed testing laboratories to retest cannabis samples when tests are compromised due to equipment malfunction, staff error, or other circumstances allowed by regulation, or when the Department of Cannabis Control requires or authorizes retesting

Requires retailers and other licensees selling cannabis to provide certificates of analysis to customers upon request and allow the department to obtain products for off-the-shelf laboratory testing

Subjects testing laboratories to performance testing (including blind proficiency testing and round robin testing) to ensure consistency of results across laboratories

Transfers responsibility for random quality assurance reviews from quality assurance compliance monitors to the Department of Cannabis Control, and expands reviews to include microbusiness and retailer premises

Revises embargo procedures to require licensees to physically separate embargoed cannabis products from other inventory within one business day of receiving notice, with violations subject to fines up to $10,000 per item
