Amends the Budget Acts of 2022, 2023, and 2024 by modifying various appropriation items, adding new funding allocations, and repealing certain provisions across multiple state departments and programs

Appropriates funds from the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Fund to multiple conservancies: $30,904,000 to Sierra Nevada Conservancy, $23,524,000 to California Tahoe Conservancy, $31,349,000 to Santa Monica Mountains Conservancy, $30,904,000 each to State Coastal Conservancy and San Gabriel/Lower Los Angeles Rivers Conservancy, and $23,524,000 to San Diego River Conservancy

Reduces the transfer to the Public School System Stabilization Account from $1,053,983,000 to $455,025,000 for fiscal year 2024-25

Allocates $12,000,000 for reparations-related initiatives: $6,000,000 to California State University for genealogy determination implementation and $6,000,000 to the Tides Foundation for public education on the California Reparations Task Force report findings

Amends fire response provisions to clarify that property tax revenue backfills apply to counties, cities, and special districts (removing the "independent" qualifier for special districts) affected by the January 2025 Eaton and Palisades Fires
