Expands authorization for opioid antagonist (naloxone) distribution to anyone at risk of any overdose or in a position to assist, and removes the requirement that recipients receive training before possessing naloxone

Provides immunity from civil liability for any person who administers naloxone in good faith, regardless of whether they were trained, except in cases of gross negligence or willful misconduct

Requires the Department of Health Care Services by January 1, 2027 to offer a combined application for facilities seeking both alcohol/drug recovery treatment licensure and authorization to provide incidental medical services

Prohibits licensed treatment facilities from requiring patients to be abstinent or sober as a condition of admission or continued treatment, and requires facilities to prioritize maintaining patient connection to treatment following a relapse

Redefines "drug- or alcohol-related program" to mean programs assisting persons with substance use disorders, and repeals requirements that state-funded programs include messaging about "no lawful use" of drugs or alcohol
