Allocates funding for specific projects including $13.6 million for Clear Lake Restoration, $5.4 million for Jewish Community Center of the East Bay security, $5 million for Los Angeles Holocaust Memorial, and $40.1 million for Red Mountain Communications Site relocation in Del Norte County

Extends loan repayment periods for Palomar Health and other nondesignated public hospitals participating in the Nondesignated Public Hospital Loan Program, requiring monthly repayments to begin 36 months after the loan date with full discharge within 24 months

Appropriates funds for higher education including $4.78 billion for University of California, $4.95 billion for California State University, and $5.85 billion for California Community Colleges (Proposition 98), with provisions for enrollment growth, student basic needs, mental health services, and housing assistance

Authorizes up to $1 billion in General Fund loans to Los Angeles County local entities for January 2025 wildfire recovery and up to $750 million for Bay Area transit agencies to maintain services, contingent on enactment of trailer bill legislation establishing repayment terms
