Authorizes the California Department of Food and Agriculture to establish the Managed Honeybee Health Program to enhance the health of managed honeybees that support California's agricultural pollination services for over 90 crops

Allows the department to provide grants to commercial beekeepers, academic institutions, and nonprofit organizations for health intervention projects, research, extension services, and technical assistance related to managed honeybee health

Creates the Managed Honeybee Health Special Fund Subaccount within the Climate Smart Agriculture Account to receive and continuously appropriate nonstate, federal, and private funds for the program

Directs the department to consider grant priority criteria including projects benefiting disadvantaged communities, applicants from socially disadvantaged groups, replication potential, and environmental cobenefits like reduced hive loss

Makes program operation contingent upon the Legislature appropriating funding through the annual Budget Act or other statute
