Creates the Tule East Groundwater Sustainability Agency in Tulare County to manage groundwater in a portion of the Tule Subbasin under the Sustainable Groundwater Management Act

Establishes initial boundaries including the Hope Water District, Ducor Water District, and areas of the Tule Subbasin east of Lower Tule, Pixley, and Delano-Earlimart Irrigation Districts, excluding several other districts and the City of Porterville

Governs the agency with a 5-member board of directors: one member each from Hope Water District, Ducor Water District, and Tulare County, plus two members representing agricultural interests selected from Tulare County Farm Bureau nominations

Grants the agency authority to impose fees on groundwater extraction, adopt regulations for groundwater management, and exercise enforcement powers under the Sustainable Groundwater Management Act

Requires board members and alternates to be chosen by November 30, 2026, with members serving four-year terms and receiving compensation up to $100 per day for up to 10 days per month
