Eliminates federal "sponsor deeming" rules for the California Food Assistance Program (CFAP), which currently requires counting a sponsor's income and resources when determining eligibility for immigrants with affidavits of support

CFAP provides nutrition benefits to households ineligible for CalFresh (California's SNAP program) solely due to immigration status

Current law limits sponsor income deeming to three years from the affidavit execution date; this bill would remove deeming requirements entirely for CFAP applicants

Removes existing exemptions from deeming for abuse victims, as deeming rules would no longer apply to the program at all

Requires state reimbursement to counties if the Commission on State Mandates determines the bill creates new state-mandated local costs
