Authorizes local agencies to require property owners to certify that an accessory dwelling unit (ADU) will be occupied as a residential dwelling for at least 6 months per calendar year

Allows local agencies to require annual self-recertification of residential occupancy for the first 10 years after ADU construction, with certification not required under penalty of perjury

Requires local agencies enforcing recertification to provide at least 2 notices to ADU owners before taking action

Prohibits local agencies from requiring demolition of an ADU for failing to meet the 6-month residential occupancy requirement

Limits enforcement penalties to "reasonable fines" as defined in Government Code Section 25132(c), preventing excessive fines for non-compliance with certification requirements
