Establishes the Blackout License Plate Program requiring the Department of Motor Vehicles to create specialized license plates with a black background and white lettering, known as California Blackout Plates

Requires a minimum of 7,500 paid applications to be received by January 1, 2030, before the program can be implemented; if the threshold is not met, all collected fees must be refunded

Sets additional fees for the specialized plates: $50 for original issuance, $40 for renewal, $15 for transfer, $35 for replacement plates, and $38 for retention when renewal fees are not required

Applicants may accept a department-assigned plate sequence or request a personalized combination of letters and numbers

Revenue from the program, after administrative costs, will be deposited into the California Environmental License Plate Fund for appropriation by the Legislature
