Modifies requirements for ministerial approval of two-unit housing developments in single-family zones, allowing development on parcels that are not contributing structures within historic districts or individually listed historical resources on the State Historic Resources Inventory

Requires local agencies to ministerially approve urban lot splits if the parcel is not located within a historical landmark property on the State Historic Resources Inventory or designated as a city/county landmark

Prohibits urban lot splits that would require demolition or alteration of contributing structures or exterior structural walls within historic districts listed on the California Register of Historical Resources or designated by city/county ordinance

Authorizes local agencies to adopt objective standards to maintain the historical value of historic districts listed in the California Register of Historical Resources

Applications for housing developments under these provisions must be approved or denied within 60 days; failure to act results in automatic approval
