Prohibits operators from making "companion chatbots" (AI systems that simulate sustained humanlike relationships) available to children under 18 unless the chatbot cannot foreseeably encourage self-harm, suicide, violence, drug/alcohol use, disordered eating, or engage in sexually explicit interactions with minors

Requires companion chatbots used by children to avoid offering unsupervised mental health therapy, discouraging children from seeking help from adults/professionals, encouraging illegal activity, or prioritizing user validation over factual accuracy and child safety

Operators must have actual knowledge a user is a child before January 1, 2027; after that date, operators must reasonably determine whether a user is a child to be exempt from liability

Attorney General may seek civil penalties of $25,000 per violation, injunctive relief, and attorney's fees against operators who violate the law

Children who suffer actual harm (or parents/guardians on their behalf) may bring private civil actions to recover actual damages, punitive damages, attorney's fees, and other relief
