Requires public employers to continue misconduct investigations of public employees who retire while under investigation, if the investigation indicates the employee may have committed a crime related to their official duties or obtaining benefits

Mandates public employers to refer cases to appropriate law enforcement agencies when investigations indicate potential criminal conduct, after which the employer may close its internal investigation

Public employees convicted of a felony for misconduct arising from official duties or connected to obtaining salary, disability retirement, service retirement, or other benefits must forfeit all accrued rights and benefits in any public retirement system

Applies to conduct related to the performance of official duties, pursuit of office or appointment, or obtaining retirement and salary benefits

Provides for state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs
