Requires the Secretary of California Health and Human Services Agency to establish a working group by July 1, 2026, to develop recommendations for evacuating and sheltering older adults and persons with disabilities in long-term care facilities during natural, technological, or manmade disasters

The working group must coordinate with seven state entities including the California Department of Aging, Department of Rehabilitation, Emergency Medical Services Authority, Office of Emergency Services, State Long-Term Care Ombudsman, Department of Public Health, and Department of Social Services

Stakeholders representing long-term care facility operators, staff, residents, local government, foundations, and academic researchers must also participate in the working group

Recommendations must be submitted to the Governor and relevant legislative committees by July 1, 2027, including identification of necessary statutory and regulatory changes

The requirement sunsets and is repealed on January 1, 2030
