Requires county welfare directors to coordinate with lead local agencies responsible for sheltering support under the State Emergency Plan to initiate memorandums of understanding with Area Agencies on Aging (AAAs), Independent Living Centers (ILCs), or Aging and Disability Resource Connection (ADRC) programs

Grants AAAs, ILCs, and ADRC programs access to emergency shelters established during evacuations to ensure older adults and persons with disabilities receive continuous services and necessary support

Defines "emergency shelter" as a facility providing temporary refuge and essential services to individuals displaced by emergencies or disasters

Creates a state-mandated local program, requiring state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes costs on local governments

Approved by the Governor on October 7, 2025, adding Chapter 15 to Division 8.5 of the Welfare and Institutions Code
