Requires the Department of Housing and Community Development to convene a working group by December 31, 2027, to research allowing residential developments of 3-10 units to be built under California Residential Code requirements instead of more complex commercial building codes

Working group must include the California Building Standards Commission, State Fire Marshal, Division of the State Architect, Energy Commission, and other stakeholders to evaluate necessary health and safety modifications

Department must submit findings to the Legislature by December 31, 2028, and if amendments are recommended, must research and consider proposing new standards for adoption in the next triennial update of the California Building Standards Code

Requires the Department to review construction cost pressures for single-family and multifamily residential construction resulting from building standards and report findings by December 31, 2027, with follow-up reviews every three years starting in 2031

Preserves existing requirements for electrical, mechanical, plumbing, and energy codes regardless of residential development size
