Authorizes the California ABLE Act Board to accept grants, gifts, legislative appropriations, and other moneys from philanthropic entities to support ABLE accounts for individuals with disabilities

Allows the board to target specific subgroups of eligible individuals and use funds to encourage account creation and maximize participation through public awareness campaigns

Requires the Franchise Tax Board to include information on tax return instructions about directly depositing refunds into the California ABLE Program Trust, in addition to existing information about the Golden State Scholarshare College Savings Trust

California ABLE Act Board must provide the Franchise Tax Board with a description of the program (five lines or less) for inclusion in taxpayer form instructions

Makes an appropriation by authorizing new uses of moneys in the continuously appropriated program fund
