Prohibits the Department of Motor Vehicles from offering a person the opportunity to attest to voter eligibility requirements during a driver's license application if that person provides documentation showing they are not a United States citizen

Prohibits the DMV from transmitting records of non-citizens to the Secretary of State for voter registration purposes under the California New Motor Voter Program

Amends Section 2265 of the Elections Code to add this citizenship verification safeguard to the automatic voter registration system

Builds upon existing law that already excludes applicants who receive driver's licenses under Section 12801.9 of the Vehicle Code (licenses for those unable to prove authorized presence in the U.S.)
