Beginning April 1, 2026, increases the limit on firearm purchase applications from one to three firearms within any 30-day period, with dealers prohibited from delivering firearms that would exceed this cumulative limit

Establishes a concealed carry licensing process for non-California residents, requiring them to attest under oath that the jurisdiction is their primary California destination, complete approved training courses, and identify specific firearms they intend to carry

Prohibits concealed carry license issuance to applicants convicted of contempt of court or specified crimes under federal or other state laws, those subject to restraining orders, or those who are unlawful users of or addicted to controlled substances, with licensing authorities required to report substance abuse disqualifications to the federal background check system within 5 days

Creates an exemption for transporting unloaded firearms in a locked box on public transit, and adds provisions allowing concealed carry license holders to transport and store firearms in locked boxes within parking areas of otherwise prohibited locations

Exempts from California's felony firearm prohibition persons whose nonviolent out-of-state felony convictions have been vacated, expunged, or pardoned with restored firearms rights, provided the offense did not involve a dangerous weapon
