Trial court orders finding violations of the California Voting Rights Act of 2001 (regarding at-large elections that dilute minority voting power) or the FAIR MAPS Act of 2023 (regarding improper election district boundaries) will no longer be automatically stayed when an appeal is filed

The Secretary of State can file a certification with the trial court to stay enforcement if necessary for orderly administration of state elections

Parties found to have violated or likely violated these voting rights laws must reimburse county elections officials for actual costs incurred in administering elections resulting from enforcement of court orders during appeals

These provisions apply only to proceedings or actions commenced after January 1, 2026
