Requires courts to automatically grant name change petitions for minors within 6 weeks when all living parents have signed; petitions without all parental signatures require service on non-signing parents within 4 weeks and a hearing only if a good-cause objection is filed

Objections based solely on concerns about the petitioner's actual gender identity or gender assigned at birth do not constitute good cause to oppose name or gender changes

Removes the 30-day deadline for petitioners to file court judgments ordering new birth certificates, marriage licenses, or confidential marriage certificates with the State Registrar or county clerk

Exempts gender-conforming name change proceedings from publication requirements
