Bans the manufacture within California of products or devices intended to obscure license plate recognition by visual or electronic means

Increases fines for selling or manufacturing license plate obscuring devices to $1,000 per item, while maintaining the $250 fine for operating a vehicle with such devices or altering/erasing license plate reflective coating

Continues existing prohibition against erasing, painting over, or altering license plate reflective coating to avoid visual or electronic capture

Creates a new crime, imposing a state-mandated local program, though no state reimbursement to local agencies is required
