Prohibits the sale of kratom products and 7-hydroxymitragynine (7-OH) products to individuals under 21 years of age, requiring online retailers to implement age-verification systems

Limits 7-hydroxymitragynine content to no more than 2% of total kratom alkaloids in any kratom or 7-OH product

Requires all kratom and 7-OH products sold at retail to have child-resistant packaging certified under the Poison Prevention Packaging Act or heat-sealed plastic at least four mils thick

Prohibits the sale or manufacture of kratom and 7-OH products with packaging or labeling attractive to children, including cartoon images, candy-like packaging, or imitation of children's food products

Adds kratom products to the Sherman Food, Drug, and Cosmetic Law, making violations subject to criminal penalties under existing food and drug regulations
