Expands the Department of Fish and Wildlife's authority to delegate western Joshua tree take authorization to cities for commercial and industrial projects, in addition to the existing delegation for single-family residences, multifamily residences, accessory structures, and public works projects

Limits commercial and industrial projects to taking no more than 10 individual western Joshua trees per project site under the delegated local authority

Removes the distinction between "dead" and "live" western Joshua trees for removal/trimming permits, allowing the department to issue permits for any western Joshua tree

Authorizes fee-free permits for removal or trimming of western Joshua trees located within 100 feet of an existing single-family home when necessary to meet defensible space fire safety requirements

Retains existing fee-free permit provisions for dead trees or limbs that have fallen within 30 feet of a structure, are leaning against a structure, or create an imminent threat to public health or safety
