Requires the State Department of Health Care Services to establish a pilot program placing a Substance Use Disorder Compliance Division investigator in Orange County to investigate complaints against licensed adult alcoholism or drug abuse recovery or treatment facilities

Orange County Board of Supervisors must adopt an ordinance or resolution to participate in the pilot program

Orange County must reimburse the department for all pilot program costs, including administrative expenses and the investigator's compensation and benefits, and provide office space for the investigator

Pilot program must be completed by December 31, 2029, with Orange County required to submit a report evaluating effectiveness and recommendations to the Legislature by December 31, 2030

Provisions of the bill automatically repeal on December 31, 2034
