Establishes the California-Mexico Higher Education Development and Academic Exchange Program from 2026-27 through January 1, 2032, enabling up to 400 California public university students to study in Mexico and up to 400 Mexican university students to study in California annually

Requires at least 10 California State University campuses to have exchange programs by January 1, 2027, with all CSU campuses and at least one campus per community college district required to participate by January 1, 2029

Provides participating students up to $15,000 each for travel and living expenses and allows public universities to enter into tuition reciprocity agreements with Mexican partner universities

Creates the California-Mexico Higher Education Development and Academic Exchange Program Fund with an intended $60 million total ($40 million from California, $20 million from Mexico), though no Mexican matching is required for implementation

Program becomes operative only upon legislative appropriation of funds and allows California public universities to accept private contributions to support the exchange programs
