Increases the minimum parole eligibility period from 7 years to 10 years for adults convicted of torture when the victim was 14 years of age or younger and the defendant had care or custody of the victim

Applies to crimes of torture committed on or after January 1, 2026

Maintains the existing 7-year minimum parole eligibility for all other torture convictions

Torture remains punishable by life imprisonment in state prison

No state reimbursement to local agencies is required because the act creates a new sentencing enhancement related to criminal penalties
