Establishes the California Education Interagency Council within the Government Operations Agency to coordinate education and workforce systems, align regional education with workforce needs, and evaluate changing economic conditions

Council membership includes 10 members: heads of UC, CSU, community colleges, State Board of Education, Superintendent of Public Instruction, and leaders from labor, finance, consumer affairs, economic development, and independent colleges

Requires the council to hold its first meeting by June 30, 2026, adopt a strategic plan by November 30, 2027, and submit biennial reports to the Legislature and Governor on outcomes and recommendations

Creates the Office of the California Education Interagency Council as a neutral administrative body, led by a Governor-appointed executive officer reporting to the Secretary of Government Operations

Establishes a principal advisory committee of education, workforce, and business practitioners, with an optional faculty and employer advisory committee contingent on separate future appropriations; bill only becomes operative if SB 638 of 2025-26 is also enacted
