Clarifies that entities hiring contractors to build renewable electrical generation facilities and battery storage under net energy metering programs are not considered "awarding bodies" under public works law and are not subject to public works requirements beyond those specified in the bill

Designates the contractor (not the property owner or customer) as the "awarding body" solely for the purpose of providing required notice to the Department of Industrial Relations about public works contracts

Allows renewable electrical generation facilities to remain eligible for NEM 1.0, NEM 2.0, or net billing tariff service even after a willful prevailing wage violation, provided restitution is made to affected workers and all penalties and fines are paid

Maintains existing exemptions from public works requirements for residential solar installations on single-family homes, systems 15 kilowatts or less, and facilities serving modular homes or housing with two or fewer stories

Requires contractors to pay prevailing wages, maintain payroll records, and submit certified payroll records to the Public Utilities Commission biannually on July 1 and December 31
