Expands conservator authority to place conservatees with major neurocognitive disorders in residential facilities, intermediate care facilities, or skilled nursing facilities that use secured perimeters or delayed egress devices, not just residential care facilities for the elderly

Requires court approval for placement based on clear and convincing evidence that the conservatee has a major neurocognitive disorder, lacks capacity to consent, needs or would benefit from a restricted and secured environment, and that the placement is the least restrictive option

Requires court approval for subsequent facility transfers only if regulations have not been promulgated for the type of facility to which the conservatee would be moved

Mandates the State Department of Social Services and State Department of Public Health to update regulations by January 1, 2027, including creating consistent regulations to protect the rights, health, and safety of residents across all covered facility types

Authorizes the departments to promulgate emergency regulations prior to the January 1, 2027 deadline
