Authorizes funding for planning, equipping, and maintaining response centers, including monitoring equipment, vehicles, facilities, and staffing such as a State Air Quality Health Officer and regional emergency response coordinators

Directs response centers to conduct air quality monitoring for targeted contaminants during disasters, emergencies, and recovery periods to aid impacted communities, coordinating with unified command centers and other agencies

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs on local governments
