Establishes a new evidentiary privilege protecting confidential communications between union agents and represented employees or former employees from disclosure in court, administrative proceedings, and arbitration

Defines "union agent" as a person employed, elected, or appointed by a labor organization whose duties include representing employees in grievance procedures or labor agreement negotiations; includes appointed employee stewards only for communications about grievances

Allows union agents to disclose privileged communications when defending against legal actions, with written or oral consent of the worker, or when required by court order

Removes the privilege if disclosure is necessary to prevent a criminal act likely to result in death or substantial bodily harm, or if the communication was made to enable committing a crime or fraud

Explicitly excludes criminal proceedings from the privilege protection
