Allows replaced schoolbuses funded through the California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) to be exempted from the mandatory scrapping requirement if the bus is 25 years old or less at the time of replacement delivery

Permits ownership transfer of exempted schoolbuses to frontier local educational agencies that qualify for or have been approved for an extension on the zero-emission schoolbus mandate under Education Code Section 17927

The HVIP program appropriated $375 million from the General Fund to the State Air Resources Board for zero-emission schoolbuses to replace heavy-duty internal combustion buses owned by local educational agencies

Under current law, replaced schoolbuses must be scrapped within 24 months of delivery of the replacement vehicle, and grantees must provide proof of scrapping to the State Air Resources Board
