Requires the California Public Utilities Commission to develop optional dynamic rate tariffs for large electrical corporations, with rates for medium and large commercial/industrial customers by July 1, 2028, and for residential and small commercial customers by July 1, 2030

Dynamic rate tariffs must include time-varying distribution rates reflecting grid constraints, time-varying generation rates reflecting wholesale market conditions, and nonbypassable charges

Customers with smart meters who opt into dynamic rates must be provided real-time access to their interval usage data directly from the meter as it is generated

Protects non-participating customers from cost shifts by requiring that any overcollection or undercollection of revenue from participating customers be returned to or borne by those same participating customers

Commission must ensure adequate bill comparison information is provided to residential and small business customers and must consider protective rules for vulnerable customers, including those receiving low-income rates
