Requires the Commission on Teacher Credentialing to develop and establish efficient routes for "dual credentialing" by March 1, 2027, allowing teachers to hold both a general education credential (multiple subject, single subject, or PK-3 early childhood education specialist) and an education specialist credential

Creates pathways for new teacher candidates to obtain both credentials simultaneously, and for existing teachers to add the other credential type to their current certification

Directs the commission to review current credentialing routes, identify content overlap between programs that could satisfy requirements for both credentials, and examine supplementary authorization options

Addresses California's longstanding shortage of education specialists while supporting the state's goal of inclusive education where students with disabilities learn alongside general education students

Requires the commission to gather input from the education field and identify barriers, opportunities, and any necessary statutory changes to implement dual credentialing routes
