Requires the State Department of Social Services to provide educational resources to foster parents and others regarding grooming and hygiene products appropriate for a foster child's culture and ethnicity

Amends existing foster care rights law to ensure children receive clothing, grooming, and hygiene products that respect their culture, ethnicity, and gender identity and expression

Makes a technical correction changing "age" to "age-appropriate" in the section requiring foster youth to be informed of their rights in an age-appropriate and developmentally appropriate manner

Does not require an appropriation and passes with a majority vote

Applies to all children placed in foster care, whether voluntarily or as wards/dependents of juvenile court, as well as nonminor dependents in foster care
