Allows the Governor to appoint a teacher with a child development teacher permit who teaches at a licensed state-funded preschool or prekindergarten program as one of the six practicing teacher positions on the Commission on Teacher Credentialing

Reduces public representative positions on the 15-member commission from 3 to 2 upon the first vacancy occurring on or after January 1, 2026

Creates a new commission position for an early childhood faculty member who teaches at either a CSU/UC early childhood baccalaureate program or a California Community College early childhood education associate degree program

Specifies that a commissioner's appointment terminates if they no longer hold the qualifying position that made them eligible for appointment
