Prohibits licensed firearms dealers from selling semiautomatic "machinegun-convertible pistols" (pistols with cruciform trigger bars that can be readily converted to automatic fire using a pistol converter) starting July 1, 2026

Establishes escalating penalties for dealer violations: first offense up to $1,000 fine; second offense up to $5,000 fine with possible license suspension/revocation; third offense is a misdemeanor with mandatory license revocation

Expands the legal definition of "machinegun" to include any machinegun-convertible pistol equipped with a pistol converter, making possession, sale, manufacture, or transportation a felony under existing machinegun prohibitions

Exempts sales to law enforcement agencies, military forces, private party transfers through dealers, gunsmith repairs, and pistols delivered to dealers before January 1, 2026

Allows pistol manufacturers to submit redesigned versions of roster-listed pistols (modified to remove convertibility features) for California handgun roster approval before January 1, 2027 without meeting additional safety requirements like chamber load indicators
