Establishes the California Student Teacher Support Grant Program, administered by the Commission on Teacher Credentialing, to compensate teaching credential candidates during their required 600 hours of student teaching

Sets stipend amounts equal to the daily substitute teacher rate for the participating local educational agency (school district, charter school, or county office of education)

Requires participating student teachers to pass a criminal background check and commit to completing their credential requirements and full 600 hours of clinical practice

Program is contingent upon a one-time appropriation by the Legislature and funding would count toward Proposition 98 minimum school funding requirements

Mandates annual reporting to the Legislature on number of student teachers paid, how the program addresses local teacher shortage needs, and the ethnic and racial composition of participants
