Expands California's birth defects monitoring program to include "conditions" affecting individuals during the first 12 months after birth, in addition to birth defects, stillbirths, and miscarriages

Authorizes local health officers to establish their own systems for collecting birth defects and conditions data within their jurisdictions, supplementing or substituting for state efforts where state monitoring is absent

Allows local health officers to require health facilities, providers, and laboratories within their jurisdictions to make medical records available or transmit data related to birth defects and conditions

Extends existing confidentiality protections to data collected under the expanded program, prohibiting its use as evidence in civil, criminal, administrative, or other proceedings (requires 2/3 legislative vote due to impact on evidence admissibility in criminal cases)

Exempts umbilical cord and pregnancy blood samples collected by local health officers for monitoring birth defects or conditions from state collection and storage requirements under the State Department of Public Health
