Extends an existing California Environmental Quality Act (CEQA) exemption for nonmotorized recreation access to include county park agencies, in addition to park districts and the Great Redwood Trail Agency

Allows CEQA-exempt changes in use for public access to preexisting roads, trails, pathways, disturbed parking areas, and Great Redwood Trail rail conversions when used exclusively for nonmotorized recreation (hiking, walking, biking, equestrian use, nature viewing)

Requires lead agencies to adopt a natural resource management plan identifying sensitive species, habitats, tribal and cultural resources, avoidance strategies, and ongoing maintenance needs before claiming the exemption

Permits only minimal physical alterations and improvements (signage, portable restrooms, sediment control) rather than the previous requirement of no physical alteration

Exemption does not apply when public access will foreseeably have significant or cumulatively considerable environmental effects; the section sunsets on January 1, 2030
