Requires the Secretary of the Department of Corrections and Rehabilitation to implement a pilot program housing incarcerated persons in single-occupancy cells at 4 adult prison facilities by January 1, 2027

The pilot program must apply to 10% of the population at each of the 4 designated facilities, excluding women's state prisons, medical facilities, and state hospitals

Participation in the single-occupancy cell program must be voluntary, and incarcerated persons may request transfer to non-single-occupancy cells at any time

Requires a publicly available report to the Legislature and Governor by March 15, 2028, detailing facility capacity, participation in work/education/treatment programs, disciplinary incidents, and violence statistics comparing single-occupancy and non-single-occupancy housing

Prohibits the pilot program from resulting in any new construction of state prison facilities, and specifies that safety cells, detoxification cells, and temporary holding cells do not count toward the 10% requirement
