Eliminates the two at-large director positions on the Alameda-Contra Costa Transit District board, requiring all 7 directors to be elected from wards rather than 5 from wards and 2 at-large

Reduces nomination paper signature requirements to 50 voters for all candidates (previously 100 signatures required for at-large candidates), with an alternative $150 filing fee option

Establishes staggered terms for directors elected in November 2026 (terms end January 6, 2031) and November 2028 (terms end January 3, 2033), with future terms beginning the first Monday after January 1 following election

Allows the board to adjust director compensation (capped at $1,000/month base) based on the previous calendar year's California Consumer Price Index increase, effective at the start of the next fiscal year rather than after the next election
